Petersburg University is so far the only one in the Russian Federation where the Hebrew Proficiency Test YAEL is held. Until this moment, the opportunity to undergo testing, which is necessary when applying for Israeli citizenship, was available only outside Russia.

Taking the exam at St. Petersburg State University is available not only for university students, but also for everyone. The exam is taken using the materials and with the participation of the staff of the National Center for Examination and Assessment of Israel. Verification of works is carried out at the headquarters of the Center in Israel.

The beginning of the Hebrew exam was the beginning of a new direction in the development of the Center, which is aimed at testing the knowledge of oriental languages. Specialists from China, Egypt, Israel, Turkey, Korea and Japan are taking part in the project.

This initiative will allow St. Petersburg State University to become a leading platform in the field of education in Russia, where exams in foreign languages are taken. All of them are carried out in accordance with concluded agreements with national testing organizations. This will allow the examinees to obtain an international certificate.

At the heart of the YAEL exam, the results of which are recognized all over the world, is the CEFR – a single European scale of communicative competencies. Grades range from A1 to C2 depending on the level of Hebrew proficiency. The exam includes 44 questions, divided into two parts: open and closed.

The first is composition. It is checked on the basis of four criteria (grammar knowledge, content, vocabulary and structure). For the exam, the participant receives three marks at once – for two parts and the general one.

In a number of Russian regions, there is a situation where local officials are trying to prevent participants in the annual competition organized by the International Memorial from coming to Moscow for the awards ceremony. It is scheduled for April 26th.

According to the organizers of the event, similar cases were recorded in Mordovia, Tver, Penza, Astrakhan, Volgograd and Arkhangelsk regions, as well as in the Krasnoyarsk Territory.

It is reported that representatives of the regional departments of the Ministry of Education and Science of the Russian Federation (with reference to the federal department) tried in an ultimatum form to prohibit students and teachers from going to the capital for their prizes. As a reason, they stated that Memorial was banned in Russia.

It is also noted that the bans by officials concerned only those schools where the winners study, despite the fact that their names were not published in open sources. Memorial believes that there was a data leak due to the hacking of the organizers’ e-mail.

The Ministry of Education and Science has already commented on this issue, stating that they have not received any bans.

In addition, less than half a month before the upcoming award ceremony, the Telegraph company canceled the contract for the lease of the hall, which entailed the transfer of the celebration to the Nikitsky Gate Theater.

According to the head of the HRC Mikhail Fedotov, he has already sent a written appeal to Olga Vasilyeva, stressing that such actions are unacceptable.

It should be noted that the annual competition of historical research works “Man in history. Russia – XX century ”, its main goal is to attract the younger generation to engage in independent research of the history of Russia in the last century, to awaken interest in the destinies and everyday life of the most ordinary people – in what makes up the history of an entire country.

During the All-Russian meeting « Prospects for the development of regional education systems » held the day before, the head of Rosobrnadzor focused on the discussion of issues related to the objectivity of the implementation of assessment procedures in the field of general secondary education. Particular attention was paid to the assessment of the final essay and the All-Russian Verification Works (VPR).

Sergey Kravtsov said that during the assessment procedures of the VLOOKUP and the final essay, problems with the objectivity of their assessment were identified. The department will take this into account when moving to new models of control and supervisory activities at all levels. As for schools with excessively high scores in assessment procedures, these educational institutions will be tested first.

To date, the constituent elements of the Russian system for assessing the quality of education are: the final state certification in grades 9 and 11 (GIA), All-Russian verification work (VPR), national studies of the quality of education (NIKO), international comparative studies of the quality of education and studies of teachers’ competencies.
