The Ministry of Education has approved the Procedure for conducting an institutional audit of schools

We bring to the readers’ attention the explanations of the State Service for the Quality of Education, whose representatives will inspect schools and provide recommendations for improving the quality of education, regarding the basic principles of the audit.

What is an institutional audit? How is it different from school certification? How will it affect the life of schools, the quality of education, the conditions of study and work, etc.?

First of all, institutional audit is a new format of cooperation between schools and the state, which will not only improve the quality of education, but unite society around a common goal. This is the creation of conditions for the harmonious development and self-realization of each individual as a citizen of the country.

Second, institutional audit is designed to break down established stereotypes that public authorities only dilute the bureaucracy, control and punish. After all, one of the goals of institutional audit is constructive cooperation and constant communication with schools, providing assistance and recommendations for the development and improvement of the quality of education. It is also an opportunity to get rid of the fear of making mistakes and move forward to improve the educational process.

Institutional audit is a new procedure for Ukrainian education to assess the quality of educational activities in four areas:

educational environment of the school; student assessment system; pedagogical activity of pedagogical workers of school; school management processes.

The institutional audit will be carried out by an expert group. These are representatives of the State Quality Service of Education of Ukraine or its territorial bodies and pedagogical workers who have higher professional education, the highest qualification category with practical experience in school at least 5 years and have undergone special training. There will be up to 12 people in the expert group and they will work at the school for 5-10 days.

When evaluating the institution, the opinion of everyone will be heard: students, teachers, parents. Therefore, in addition to observation of educational activities and attendance at classes, a survey will be conducted among teachers, students and parents.

Institutional audits will take place every 10 years as planned. However, it can be held unscheduled at the request of the founder, school principal, pedagogical or supervisory (trustee) council of the State Service for Education Quality or its territorial bodies.

Upon completion of the institutional audit, the school will receive an opinion on the quality of educational activities and recommendations on what should be changed in the first place to improve the quality of education.

In addition, the conclusion will state at which level the school is now – high, sufficient, at a level that requires improvement, or low. But the most important thing is that in institutional audit the level is not a sentence, but a push to move forward, to improve and enhance the quality of educational activities. The school will be given one year to work on the mistakes. If after a certain period of time the school does not eliminate the identified problems, the State Education Quality Service will be able to recommend to the founder to change the head of the school or to reorganize the institution in general.

Of course, this path to forming a new culture of quality education is not easy. And we believe that in order to realize the common dream of a successful country, where every citizen is successful, we must unite in one mission – to create a qualitatively new competitive school.

The Ministry of Education has approved the Procedure for conducting an institutional audit of general secondary education institutions. The relevant order, which was previously signed by Education Minister Lilia Grinevich, has already entered into force.

The document defines the mechanism for conducting an institutional audit of schools, the purpose of which is to assess the quality of educational activities of the educational institution.

The audit will be conducted by the State Service for Education Quality and its territorial bodies.

Institutional audit provides for the assessment of educational and management processes of the school and the internal system of quality assurance of education, as well as verification of compliance with the requirements of the legislation in the field of education.

It is assumed that the results of the audit will provide recommendations to schools to improve the quality of educational activities and bring educational and management processes in line with the requirements of the law.

Assessment of educational and management processes of the educational institution and the internal system of quality assurance of education is carried out in the following areas: educational environment of the educational institution, system of assessment of recipients, pedagogical activities of teachers and management processes of the institution …

The Ministry of Education has developed a draft Strategy for the Development of Civic Education. The relevant document was published by the agency for public discussion.

The purpose of the Strategy for the Development of Civic Education is to create an organizational and legal framework for citizens to obtain competencies aimed at implementing and protecting their rights and responsibilities in society, respect for diversity, involvement in active political and social life, etc.

The authors of the strategy, referring to the results of sociological research of the DOCCU project, note that one third of teachers do not implement civic education in their professional activities, as they consider it the work of other subject teachers.

Moreover, 25% of teachers called the broadest concept of civic education « patriotism », 20% – « morality and ethics », and only 25% – « citizenship » as the awareness of each citizen of their rights and responsibilities towards the state, society …

Sociological research of the International Republican Institute shows that more than 95% of society has no experience of participation in public organizations, and hence the experience of democratic self-government and coexistence in their social groups.

The authors of the strategy also state that the lack of a unified approach to determining the content of civic education leads to a lack of a holistic system of civic education and creates a fragmentation of civic education activities and a lack of a coherent vision of including civic competences with all educational standards in education and training programs.

Another factor complicating the introduction of civic education in educational institutions is the insufficiently democratic environment of some educational institutions and the insufficiently active and proactive approach of pedagogical and scientific-pedagogical workers to teaching, which does not involve the activity of recipients of education.

In addition, the developers of the strategy state the lack of methodological support in the Ukrainian language, which comprehensively reflects the current problems of society.

Based on this, it is proposed to implement the Civic Education Development Strategy by forming a holistic system of civic education, creating conditions for its functioning and implementing a system of monitoring the quality of civic education and assessing civic competencies.
